Methodology
This page explains how every number in this directory is produced, so that anyone can read how a result was derived before citing it.
What is tested
Pages are tested with axe-core, an open-source accessibility testing engine, using the rule sets tagged wcag2a, wcag2aa, wcag21a, wcag21aa: the rules that map to WCAG 2.1 Level A and Level AA success criteria. Best-practice rules that do not map to a WCAG success criterion are not run. The axe-core version is recorded with every scan and shown on every entity page, because rules change between versions.
Each page is loaded in a desktop Chromium browser with scripts enabled, given time to finish rendering, and then tested as a visitor would see it.
Which pages are tested
Testing starts at the homepage on record for the entity and follows links within the same site, nearest pages first, up to 50 pages for this directory or 15 minutes. Documents such as PDFs, sign-in and payment pages, and other websites are not tested. A page that cannot be loaded, or returns an error, is not counted as tested. If a scan reaches its time limit, the entity page says so.
How failures are counted
- One failure is one element on one page that does not meet one axe-core rule.
- An element repeated on several pages, such as a site-wide menu, is counted once on each page where it appears.
- An axe-core rule can map to more than one WCAG success criterion, so counts by criterion can add up to more than the total.
- Severity levels (critical, serious, moderate, minor) are assigned by axe-core.
- Results axe-core marks as needing human review are not counted as failures.
What automated testing does not cover
Automated testing identifies a subset of accessibility barriers. Every entity page and report includes a full statement of scope and limitations, including categories of barrier that automated testing cannot reliably detect. A result with few or no detected failures is not a finding that a website is accessible.
Which entities are listed
Entities and their population figures come from the U.S. Census Bureau, 2026 Government Units Listing (released 2026-09-24). Website addresses come from the same listing and from the CISA .gov registry, current-full.csv, followed by checks that each address belongs to the entity rather than to a parent government or a state agency, and by manual correction.
A page is published only for an entity whose website was successfully tested. Entities whose sites could not be reached, whose robots.txt does not permit testing, or whose website address could not be confirmed are not published.
Dates from the DOJ Title II web rule
The U.S. Department of Justice rule on web content under Title II of the Americans with Disabilities Act sets April 26, 2027 as the date for public entities with a total population of 50,000 or more, and April 26, 2028 for smaller entities and for special district governments, as extended by the Interim Final Rule published April 20, 2026.
Population figures are Census Bureau estimates. A school system or other body that is part of a county or city government is placed in that government's tier. Each entity page states the basis used. These dates are shown for reference and are not a legal determination about any entity.
Re-testing and change over time
Sites are re-tested periodically and earlier results are kept, so each entity page can show the change since the previous scan. When two scans used different axe-core versions, the page says so, because part of any difference may come from changes to the test rules.
Crawl conduct
How these pages were tested
Pages were retrieved from each listed entity's publicly accessible website using an automated browser identifying itself as Mozilla/5.0 (compatible; TeresaTechBot/0.1; +https://access.teresatech.com/crawler/). We honored the site's robots.txt directives, limited requests to one per second, and did not exceed 50 pages.
We did not log in, submit any form, create or modify any record, or send any request other than ordinary page retrievals. No authenticated, internal, or non-public pages were accessed or tested. The pages listed in this report are pages any member of the public can visit.
To request that an entity's page be removed from our public directory, contact removal@teresatech.com. Removal requests are honored without question.
